DYNAMO Open Pilot Workshop: Smart Service Planning for Health Crises
Resilience in Action

Health and social care services across Europe face increasing disruption risks from heatwaves, pandemics, cyber-attacks, and other threats. When a crisis escalates, essential services must continue to operate. 

On 19 January 2026, the DYNAMO project successfully showcased its innovative solutions—co-developed by our procurers and two competing suppliers—through live demonstrations and expert discussions. Prior to the workshop, the two solutions, co-developed by DYNAMO procurers with competing research and technology development (RTD) suppliers, were rigorously tested using realistic crisis simulation scenarios across procurer sites in Italy, Spain, Portugal, Poland, and the UK. These solutions enable dynamic and data-supported adaptation of services as crises unfold. 

During the Open Pilot Workshop, participants explored how these data-supported planning tools can enhance the resilience of health and care services in times of crisis. Both DYNAMO procurers and suppliers shared their experiences with the innovative crisis planning tools they co-developed. Key discussion topics included: 

  • Organisational requirements for data-aided, dynamic service re-planning in crises 
  • Cross-organisational governance of the planning process 
  • Integration of the DYNAMO planning tools with existing IT infrastructures 
  • Development of business cases that account for systemic benefits

Health and care systems face growing challenges from pandemics, natural disasters, cyber incidents, and economic shocks. Ensuring the continuity of essential and priority services under such conditions is now a core responsibility for planners and decision-makers. 

Through a staged pre-commercial procurement (PCP) process, DYNAMO procurers have co-developed next-generation emergency business continuity planning tools. These tools are designed to operate independently or alongside existing IT systems, supporting strategic health and care planning when it matters most. To validate their effectiveness, the procurers developed realistic crisis scenarios – such as pandemics, heatwaves, and cyber-attacks – and piloted their use in real-world conditions.

During this 90-minute webinar, participants will: 

  • Receive an update from public procurers on the DYNAMO PCP process and key results:
    • Overview of the pre-commercial procurement process and key outcomes
    • Insights from procurers on the evaluation and testing phases
    • How the PCP cycle will be finalised and how follower regions can engage
  • Explore innovative solutions presented by the DYNAMO suppliers:
    • Solution concept, development stage, and added value for procurers and regions
    • Insights from DYNAMO procurers on collaboration experiences, innovation challenges, and successes
  • Join an interactive panel discussion on uptake, scalability, and future engagement opportunities:
    • How the presented solutions align with local needs
    • Opportunities for uptake, scalability, and replication
    • Expressions of interest in piloting, twinning, or replication

Three pillars of Dynamo
Phase III is under way with two suppliers

Following Phase II that ended in Summer, Dynamo PCP started into Phase III in August 2025.

While Phase II was mainly characterised by the co-creation and co-development of functional solution prototypes, the final Phase III will be dedicated to testing both solutions under real-world conditions.

Testing will take place in Italy, Poland, Spain, and Wales.
