DYNAMO Open Pilot Workshop: Smart Service Planning for Health Crises
Resilience in Action
Health and social care services across Europe face increasing disruption risks from heatwaves, pandemics, cyber-attacks, and other threats. When a crisis escalates, essential services must continue to operate.
On 19 January 2026, the DYNAMO project successfully showcased its innovative solutions—co-developed by our procurers and two competing suppliers—through live demonstrations and expert discussions. Prior to the workshop, the two solutions, co-developed by DYNAMO procurers with competing research and technology development (RTD) suppliers, were rigorously tested using realistic crisis simulation scenarios across procurer sites in Italy, Spain, Portugal, Poland, and the UK. These solutions enable dynamic and data-supported adaptation of services as crises unfold.
During the Open Pilot Workshop, participants explored how these data-supported planning tools can enhance the resilience of health and care services in times of crisis. Both DYNAMO procurers and suppliers shared their experiences with the innovative crisis planning tools they co-developed. Key discussion topics included:
- Organisational requirements for data-aided, dynamic service re-planning in crises
- Cross-organisational governance of the planning process

Health and care systems face growing challenges from pandemics, natural disasters, cyber incidents, and economic shocks. Ensuring the continuity of essential and priority services under such conditions is now a core responsibility for planners and decision-makers.
Through a staged pre-commercial procurement (PCP) process, DYNAMO procurers have co-developed next-generation emergency business continuity planning tools. These tools are designed to operate independently or alongside existing IT systems, supporting strategic health and care planning when it matters most. To validate their effectiveness, the procurers developed realistic crisis scenarios – such as pandemics, heatwaves, and cyber-attacks – and piloted their use in real-world conditions.
During this 90-minute webinar, participants will:

Phase III is under way with two suppliers
Following Phase II that ended in Summer, Dynamo PCP started into Phase III in August 2025.
While Phase II was mainly characterised by the co-creation and co-development of functional solution prototypes, the final Phase III will be dedicated to testing both solutions under real-world conditions.
Testing will take place in Italy, Poland, Spain, and Wales.
DYNAMO PCP delivers two pilot solutions for resilient health and care service planning
The DYNAMO PCP project reached its conclusion in February 2026. Through a staged Pre-Commercial Procurement process, public procurers and technology suppliers worked together to develop, prototype and test new digital planning tools for health and social care resilience.
DYNAMO was launched in response to a clear market gap. A preparatory market review and Open Market Consultation showed that no existing product brought together, in a single solution, the capabilities needed for resilient service planning under disruptive conditions.
The DYNAMO solutions were co-created by RTD suppliers together with the DYNAMO Buyer Group, which brought together health and social care service providers as well as regional health authorities from five countries. This ensured that the solutions were developed for use across different implementation contexts, organisational settings and health systems.
The final PCP phase, Phase III, focused on the testing of competing pilot systems under realistic, day-to-day operational conditions. Two solutions reached this final stage: FASTWAY, developed by MYSPHERA, and PATHFINDER, developed by Open Line Vitaly and Result. Both solutions were rigorously tested through crisis simulations with DYNAMO procurers, covering scenarios such as pandemics, heatwaves, cyber incidents, power failures, antimicrobial resistance and staff shortages.

From crisis resilience to everyday service continuity
DYNAMO was originally conceived as a tool to strengthen the resilience of health and care services in the face of major crises, including those linked to environmental, geopolitical, pandemic or other systemic factors. During the project, however, it also proved relevant for the everyday pressures encountered by service providers and planners, such as staff shortages, capacity bottlenecks, fluctuating demand and fragmented information flows.
DYNAMO-type solutions are not clinical decision-support tools and do not replace existing emergency command structures, electronic health records or operational IT systems. Instead, they provide an additional planning layer that helps organisations use selected data, scenario logic, dashboards, pathway options and communication functions to adapt operational service delivery when normal conditions are disrupted.
The solutions developed through DYNAMO can support planning teams in:
- monitoring operational indicators, capacity pressure and resource availability;
- modelling alternative service delivery pathways and response options;
- simulating the likely impacts of alternative response options on a data-enabled basis to inform decision-making;
- defining scenario-specific thresholds, alerts and intervention points;
- supporting structured communication with relevant stakeholders;
- documenting decisions and supporting organisational learning after a crisis or pressure episode.
A standout feature of the DYNAMO approach is its potential to support organisational learning over time. Crisis response pathways, intervention points and lessons learned can be captured, reused and adapted, creating a growing repository of practical planning knowledge. To maximise this value, the use of DYNAMO as a technological tool should be complemented by appropriate innovations in organisational processes, roles and responsibilities.

The end of the DYNAMO project does not mark the end of the solutions’ development journey. FASTWAY and PATHFINDER have been validated as pilot solutions and are now suitable for structured beta-use, further local configuration and continued supplier-led commercialisation.
Future adopters can build on the DYNAMO experience by contextualising the solutions to their own organisational setting, service-continuity priorities, data sources, user roles, governance arrangements, communication pathways and crisis or operational-pressure scenarios. The solutions can be applied in service provider-driven settings, such as hospitals, care organisations or integrated service networks, as well as in settings coordinated by regional or national health authorities.
The solutions are designed for flexible integration with existing health and social care IT environments, supporting staged adoption and scalability according to local needs and technical readiness. DYNAMO has therefore opened a practical pathway for organisations and authorities to explore a new generation of data-supported planning tools for resilient service delivery.

August 2025 – January 2026Phase III
In the final phase, two contractors implemented their solutions at all pilot sites. The solutions were deployed, configured, commissioned, maintained and monitored for performance. At each procurer site, multiple realistic crisis scenarios were implemented. The exercises involved the relevant organisational stakeholders represented in each site’s multidisciplinary Local Modelling Group and, taken together, covered pandemics, heatwaves, cyberattacks, antimicrobial resistance, power failures and staff shortages. The aim was to assess the solutions’ performance under realistic conditions and evaluate their scalability and commercial viability.
January 2025 – June 2025Phase II
Phase II was dedicated to developing functional solution prototypes. The first prototype versions were completed by mid-February, followed by the final versions in late spring.
August 2024 – November 2024Phase I
Phase I of DYNAMO began on 1 August 2024 with seven suppliers. During this phase, the suppliers worked closely with the Buyers Group to refine their solution concepts and prepare their offers for Phase II. Following the evaluation of these offers, three suppliers were selected to proceed to Phase II, which began in early 2025.

The DYNAMO tender incorporated all requirements identified by the procurers, supplemented by the recommendations and advice gathered through the Open Market Consultation.
June 2023 – July 2023Open Market Consultation
Each of our procurers had an OMC event in their local language – Treviso (Italy) on 22 June, Athens (Greece) on 13 June, Lisbon (Portugal) on 23 June, Barcelona (Spain) on 15 June, Wales (UK) on 7 June – plus one big online event on 6 July.
